Recently, the strong typhoon "White Dolphin" struck with violent storms and rainstorms, causing strong winds and heavy rainfall in the Jiangsu-Zhejiang-Shanghai region. Some areas in Shanghai experienced widespread flooding and traffic difficulties. Public Utilities Group quickly initiated an emergency response for flood and typhoon prevention, taking precautions in advance and responding promptly to orders. With professional strength and core responsibility, they launched a battle against typhoon defense and post-disaster transportation recovery, fully ensuring the smooth and orderly operation of business in their jurisdiction.
After the issuance of the typhoon warning, the Safety Committee of Dazhong Public Utilities Group promptly implemented special defense measures against typhoons and floods. It required all subsidiaries to clearly define responsibilities, refine job duties, form special emergency rescue teams, pre-position personnel, materials, and equipment, and implement a 24-hour leadership on-site and designated personnel duty system. Based on their own functions, each subsidiary focused on key areas and weak links for precise defense, ensuring early identification of hidden dangers, early risk control, and early handling of dangerous situations, thus building a solid defense line for urban flood and typhoon prevention in an all-round way.
Each unit in the gas sector has been committed to safeguarding the main front of gas supply for people's livelihood, and has comprehensively strengthened the gas safety defense line during typhoon weather. In response to potential safety hazards such as water accumulation and immersion in the pipeline network, equipment malfunctions due to moisture, displacement of manhole covers, and pipeline damage and leakage caused by typhoons and rainstorms, Shanghai Dazhong Gas and Nantong Dazhong Gas Company fully activated the flood prevention and typhoon emergency response mechanism before the typhoon arrived. The operation and maintenance teams conducted a comprehensive and meticulous special inspection of the primary and secondary gas pipeline networks, community pressure regulating equipment, valve wells, underground enclosed well chambers, and low-lying flood-prone areas. They also took measures to protect old pipelines and outdoor equipment from water and moisture, eliminating various potential safety hazards in advance and avoiding gas safety risks during typhoon weather from the source. During the typhoon, a 24-hour duty system with specially-assigned personnel and team patrols was implemented. The emergency repair team, emergency vehicles, and emergency supplies were all on standby, with real-time monitoring of pipeline operation pressure to promptly address equipment anomalies and pipeline hazards. At the same time, a 24-hour emergency channel for gas repair was kept open to quickly respond to public demands and resolutely prevent gas safety accidents. After the typhoon, post-disaster review and inspection work was quickly carried out, and hidden dangers were strictly rectified in a closed-loop manner to effectively build a gas safety barrier for people's livelihood during typhoon and flood seasons.
Each sewage treatment plant are closely monitoring water operation safety and strictly adhering to the bottom line of water environment protection. Facing risks such as increased water inflow, water quality fluctuations, and water backing up in plant areas due to heavy rainfall, the wastewater treatment plants of Dazhong Jiading and Jiangsu Dazhong have preemptively adjusted pool capacities, reserved space for rainwater reception, and conducted round-the-clock monitoring of water inflow volume and water quality changes in the plant areas. They have scientifically adjusted equipment operation loads, increased inspection frequencies at key points such as gratings, sedimentation tanks, and pump rooms, and promptly cleaned up accumulated debris to ensure efficient operation of the wastewater treatment system. Staff members have focused on inspecting electrical equipment, drainage systems, flood control cofferdams, and low-lying areas in the plant areas, strictly implementing the equipment start-stop safety management system, and ensuring good protection against moisture, electric leakage, and flooding to fully guarantee the stable operation of plant facilities, the up-to-standard disposal of wastewater, and the safety of the urban water environment.
The Dazhong Logistics and transportation companies have taken on the mission of ensuring supply and maintaining smooth material transportation channels. To ensure the unimpeded transportation of materials during the typhoon, the Dazhong Logistics transportation fleet strictly implemented the requirements for typhoon and flood prevention transportation control. They conducted advance inspections on the safety conditions of transportation vehicles, comprehensively inspected and repaired vehicle brakes and emergency equipment, accurately assessed road condition risks, and dynamically adjusted transportation routes. The dangerous goods fleet even contacted customers in advance to agree on the delivery time of LPG cylinders during the typhoon to ensure normal gas usage by users. After the typhoon, the fleet quickly reviewed road conditions, strictly controlled transportation risks, and ensured safe, efficient, and orderly transportation.
The Xiangyin Road Tunnel upholds urban traffic safety and strives to ensure smooth vehicle traffic across the river. In response to the risks of water accumulation, equipment malfunctions, and debris obstructions that are prone to occur during typhoon and rainstorm weather, the operation and maintenance team conducted a pre-emptive grid-style inspection of tunnel facilities, focusing on reinforcing high-altitude signage and ancillary facilities, and inspecting tunnel pump room drainage, lighting, fire-fighting, and other systems. During the typhoon, the on-duty personnel monitored rainfall, water conditions, and traffic flow changes in real time, and cooperated with traffic police to dynamically implement speed limit and other control measures. After the typhoon, they immediately carried out obstacle removal, drainage, equipment re-inspection, and hidden danger self-inspection to ensure the rapid recovery and safe passage of the tunnel facilities across the river.
Wind and rain temper our original aspiration, and perseverance demonstrates our commitment. In the typhoon defense work this time, all subsidiaries of the group performed their respective duties and coordinated their efforts. All frontline staff braved the wind and rain, fought continuously, and with a sense of responsibility of "always being concerned", they implemented various tasks such as flood and typhoon prevention, hidden danger investigation, emergency rescue, and transportation restoration. They efficiently handled various risks and hidden dangers, successfully completing the typhoon defense and support tasks.
Currently, the impact of the typhoon has fully subsided, and all subsidiaries have completed self-inspection and self-correction of hidden dangers across the entire region. Various support work has been orderly resumed. Next, Dazhong Public Utilities Group will continue to maintain a high level of safety awareness, thoroughly conduct post-event reviews and summaries, implement closed-loop rectification of hidden dangers, and enhance facility maintenance.
